I am facing a error to open the this forum page for a couple of months. Pleae find the attached .PNG for your review. Sometimes its opened and sometine not. What may be the cause?

ICF, the group that ran the Demographic and Health Surveys, used to host csprousers.org on powerful servers, the same servers used to host DHS-related websites. With the Trump administration's cuts to foreign aid, the DHS program currently does not exist, so I have migrated the server to my own personal website, which is on a shared server. The forum has been overrun with bots, likely AI bots, and the server provider that hosts my website has complained about the forum using too much traffic. Because of this, I have tried a variety of approaches to limit the traffic, and most recently disabled the forum to non-registered accounts. This has helped a bit, and I haven't seen this message in the last few days.
The whole foreign aid situation in the U.S. is quite volatile now, but hopefully the future that we will live with (for the next few years at least) will become clearer in a couple months. In the meantime, I will continue to host this website, but eventually it will hopefully be moved to more powerful servers, at which point I can allow guest access to the forum again.
