Do have any documentation of the ICFI (Measure DHS) Tabulation tool they call "Tables.exe" ? I have checked in 'Google' but he (it!!) doesnt seem to have heard/seen it.

I haven't even heard of such a tool. There is a tool in the CSPro installation, tbdview.exe, that is used by ICFI. You might want to ask the question of cspro@lists.census.gov. Several of the ICFI guys see those emails and may know the answer to your question.
