Generally yes, if you use the same seed value the random numbers generated afterwards will be the same. Is that what you want to have happen?

Yes, that is what I wanted to do. Same random numbers/sequence for a specific respondent but different numbers/sequence with other respondents.
Thank you for the help. I can now randomize the order of question.
