difference between reinstalling and installing a csentry application

The scenario is the following:
1. The application is already in the tablet.
2. When using the Update option to reinstall the application, there is one file in the deploy that it is not downloaded to the tablet.
3. When using the Add option the system says that it will reinstall and in this case it executes the download and the file is copied to the tablet.
Why the Update option does not copy the file?
