bluetooth synchronize between windows tablets/laptops?

When looking at the documentation about synchronizing, it looks like syncing using bluetooth is only between android tablets. Is it possible syncing from android to windows or from windows to windows too, or do I have to use 3rd party tools for this? And if so: Can you recommend some tools for me?
