Sorry for all the questions and tests but it is hard to figure out what is going on since we can't reproduce this here.

What version of Windows are you using and is it 32 bit or 64 bit?

Are you able to download if you just create a data entry app with your dictionary (CEIQ) and set the synchronization options to download the data?

I have updated the zDataO.dll (http://teleyah.com/cspro/zDataO.dll) to add more debug info. Please replace the dll again and send the data.log file again.

The data.log is the same as last time. Maybe I gave you the wrong version of the zDataO.dll or it didn't get replaced correctly. Could you try downloading and replacing it again, running and sending data.log.

I have just uninstalling cspro 7.0 and installed new cspro 7.0.1 and everything worked SUPERB

Thanks very much Josh for good work, just work on for the code to fetch .pff and .pen files for first sync as it was in PNC file.
