I don't understand why your questionnaire is arranged this way. The simplest way to do this would be to split dwelling units into multiple hierarchical linked questionnaires in a menu rather than trying to enumerate every individual from multiple households at once.
You can have one questionnaire for a single Dwelling Unit, collecting the common details of that Dwelling Unit, including a roster for the Heads of Household of each household within that dwelling unit. This would be like Roster B. Then if you want to fully interview a particular household, you can open a different questionnaire which will prefill the head based on your selection and allow you to fully enumerate the people within that household into a roster. This would be like Roster C.
Having different levels use different questionnaires allows each level to be much simpler rather than making one questionnaire which attempts to do every level at once. You can find an example of menus in your CSPro examples folder under "examples\1 - Data Entry\CAPI Census", or in chapter 8 of the online "Mobile Data Collection Using CSPro" workshop materials. These should help linking questionnaires together and adding Dwelling Unit to the hierarchy. Please let us know if you have any additional questions.
