Is there a way to transform map files ((.map or .mpc) and .dbf) into ESRI shape files?

No. The typical workflow is the reverse. You start with an ESRI shape file and you convert it to a .map file using the shape to map tool.

But what if i have a very good CSPro map that I want to use in another application (i. c. QGIS)?
Is there no way whatsoever to do this?

No, you need to find the original ESRI shape file that was used to create the CSPro map file.
