Do you happen to have an example of an application for the supervisors, not for the interviewers?
And how does it work? Is it necessary for the interviewers transfer they questionnaires to the supervisors, or the supervisors can download the interviewers´questionnaires from the server?

Have you looked at the CAPI Census example? That shows a basic example of a menu program with supervisor/interview roles.

In terms of fieldwork, the synchronization implementation depends a lot on what kind of Internet access your enumerators will have. The typical interview->supervisor via Bluetooth / supervisor->HQ via CSWeb implementation is done with the assumption that interviewers will be in remote areas without Internet access, or won't have tablets with SIM cards. If that isn't the case, you can have interviewers PUT data to CSWeb and have supervisors do a BOTH sync with CSWeb, potentially with a universe, so that they can get data from interviews via HQ.
