It looks like the original dictionary uploaded to CSWeb and the one you are trying to sync are different.

Can you send us the files on CSWeb paradata folder and the paradata file on the device that you are trying to sync to cspro@lists.census.gov?

There is nothing wrong in what you are seeing. The jobIds are unique to each dictionary and are created in cspro_jobs table in the target schema. There is no upgrade path from older version of CSWeb 7.6 to CSWeb 7.7. You should use a new database for CSWeb 7.7. Are you getting this error when using a new database?
