Yes, you are right there was two dictionaries, but i replaced the dictionary on my Dropbox account and on the tablet with the new dictionary, this happened after data collection work started.

in the preproc of the quest , define like

Proc Dict_Name_Quest
preproc
setproperty(DIct_Name "CanEnterNotAppl","Yes");


In the proc of each question , write

Proc Q01
if $ in notappl then $=0 ; Endif;
