There is no simple way to do that. The Convert Shape to Map tool goes from ARCGis to CSPro but there is no software to go back the other way.

When you do the sync setup with Dropbox it should transfer you to a web page which asks you for a username and password for Dropbox and then asks you to allow CSEntry to connect to your Dropbox account. You don't put the sync spec (.pnc) file on the Android device yourself. You put the .pnc file in a Dropbox folder on the PC. Are you testing this outside where there is an unobstructed line of sight between the phone and the sky? If there is something between the phone and the satellites GPS will often fail. Have you tried other GPS applications besides CSPro to see if it as a problem with CSPro or with the phone itself? ...

You can set up an FTP server on the supervisor laptop using Filezilla Server. That works over a local area network but if you are in the field you probably don't have a LAN to connect both the Android device and the laptop to.
