Dear help me

We are use data collection by android phone. How we are data transfer from Interviewer to Supervisor by Bluetooth and Supervisor to Central by Dropbox. Can any one help me how develop a system for data sychroniztion.

It shows how to sync from interviewer to supervisor by Bluetooth and from supervisor to headquarters by Dropbox.
