Can you consider syncData function accepting an argument for case status. So that we can decide whether to sync all cases or only completed cases?

It's possible. You must use Ispartial function to determine whether a case is completed or not.
This is not an argument of SyncData, but writing logic, it's possible to add an universe as argument of Sync Data.
And this universe can be restricted, by example, to only cases that are fully completed.
